Zinc is higher than Iron in the electrochemical series.
Rusting is an electrochemical process. If Zinc is in physical contact with the steel hull, this reaction takes place
Zn ===> Zn2+ aq + 2e-
instead of
Fe ===> Fe2+ aq + 2e- which is the first step in rusting, which involves more steps and is quite complex to explain fully here.
The Zinc is known as a sacrificial anode, sometimes magnesium may be used as well. But less commonly as magnesium is more expensive. Sacrificial electrodes are commonly used to protect any large steel construction in contact with sea water, e.g. oil rigs as well as stucture exposed to the weather outside, e.g. radio masts
